Can't Complete Registration Because of Failed Smog Exam

I paid for my registration renewal and had my smog check done. I failed the smog check. I did qualify for the BAR repair assistance program which I signed upward for. However, my costs are over $650. There is a program that helps wave the smog check if you are in financial demand which I am. The problem is that the repairs needed are to a higher place the $650 amount which I must spend... on top of the $650.00 which the state will give me. How do I get well-nigh utilizing this program without having to spend $650 because I cannot pay that much for repairs. I chosen the smog check referee and they said the repairs have to be after the $650.00. Whatever help would exist greatly appreciated.
